BIO
Stuart Olmsted is a Natural Scientist at RAND working on science and technology policy issues within the fields of health and education. Dr. Olmsted's current research includes measuring the nations laboratory capacity to respond to bioterrorism attacks and pandemic influenza outbreaks, analyzing the laboratory capabilities of developing countries and developing decision frameworks for the delivery of genetic tests. Other projects have been the evaluation of the MSP of Southwest PA, the evaluation of best practices at human tissue repositories for genomics-/proteomics-based research, evaluating the US military's serum repository, and modeling the health benefits of diagnostic technologies for the developing world. Dr. Olmsted received his PhD in Biophysics from Johns Hopkins University and completed a post-doctoral fellowship at the Magee-Womens Research Institute studying reproductive health issues. Prior to coming to RAND, Stuart taught high school math and chemistry in Baltimore city and was a nuclear trained submarine officer in the US Navy for 5 years.EXPERTISE
