The failure to understand this reality is not only a technical flaw in the system but actually creates a major obstacle to all existing efforts to improve the functioning of the educational system....we are seeking a rigorous way to evaluate appropriate outcomes. We are looking for a scientific way to assess the degree to which and the ways in which educational investments are, in fact, leading to increased system capacities for continued program improvement."
