What Does It Take to Reform a Low-Performing School?

Abstract

Talley has identified six critical elements that she believes must be present in a school reform model for low-performing schools: "a strong literacy curriculum, extra help, a focus on smallness, parental outreach and community building, social skills development, and sustained staff development." A research analyst in the National Institute on the Education of At-Risk Students, Talley also includes resources in this Department of Ed. publication that support each of these six elements.
