"This project addresses two intertwined problems. One is the problem of drawing causal inference in cases where experimental conditions cannot be met, the other is the problem of ascertaining what existing research can tell us about the relative importance of different types of teacher qualifications. ...Our approach to the problem has been to multi-pronged. We have developed a relatively large collection of projects, each of which slices into the issue in a different way. This report describes our work in three sections. The first section describes activities that support the entire project. The second lists the various analytic studies that are currently under way, and the third lists miscellaneous papers and presentations that we have completed (or nearly completed) during this year."
