Abstract

The No Child Left Behind Act has introduced state-wide testing that is tied tightly to each state's curriculum standards. Popham explains why this has caused problems for teachers in many schools, and outlines a strategy for embracing tighter adherance to standards while also improving the quality of instruction. He proposes that curriculum designers reduce the number of curricular targets, and that test makers redesign tests to better inform instructional practice.
